The Inter-American Development Bank (IDB) together with ITEC S.A.S developed this project in order to carry out the risk assesment of heavy rains and flooding due to river overflow, considering the climate change scenarios. To achieve this objective, it was necessary to characterize the actual state through a review and analysis of existing information, and to develop the hazard, climate change, exposure, and vulnerability models. These models were integrated in order to construct the risk profile of prioritized areas, from which a set of both structural and non-structural mitigation measures were defined. The risk mitigation measures were evaluated by means of a cost benefit analysis with the purpose of identifying the optimal options. Additionally, the different options were designed at a constructive level in order to generate technical specifications and other recommendations for their implementation. Finally, the works were socialized with the local authorities and communities for their approval.
